Liberal city suburb imposes punishment for dogs that bark too much

A community near Chicago is now limiting the amount of cats and dogs that a family may keep, and is even fining those who bark excessively.

According to FOX 32, Aurora recently adopted a per-home limit on the number of cats and dogs, limiting two of each species per household.

According to NBC 5, the Aurora City Council enacted an ordinance that allows people to have four “companion” animals, which are described as “a dog, cat, ferret, rabbit, guinea pig, hamster, or other similar domestic animal often kept as pets.”

Residents are allowed to keep more than two cats and dogs, but must fill out an application with the city’s animal control and show that all animals in the home have been microchipped, vaccinated, and spayed or neutered within the last five years.

The owners of animals that are making “excessive noise” can be fined under the new law.

The owner of animals that are making “excessive noise” for more than 15 minutes at a time between the hours of 7 a.m. and 10 p.m. could receive a $100 ticket.

From the hours of 10:01 p.m. to 6:59 a.m, animals cannot make “excessive noise” for more than 10 minutes.

Complaints of “excessive noise” must be captured by audio or video, made by two individuals from different households, or made by one individual but later backed up by authorities, according to the report.
